This is an interesting story. I did a bit of peeking around online, and this is what I think:
The reason chaplains are expected to have non-sectarion services is that they are expected to cater to the needs of people of many religions, especially when it comes to memorial services and such. So it's expected that they be able to offer ministry to people of religions other than that particular faith that they hold. However, they are told they can pray to their own conscience during other services, just not things where people of many religions would be in attendance, such as memorial services.
So Klingensmitt shouldn't have been in trouble for praying in Jesus' name. Looking into the matter further, it turns out this prayer was said at a political protest, while wearing uniform. Now, it's strictly forbidden to be in uniform during any such activity, so that's why he got in trouble, not the prayer itself. While he did have permission to conduct religious observances while in uniform, that's a lot different from saying a prayer at a political protest!
I'm not sure what I think on this, honestly. From some of the things I've read about Klingenschmitt himself, I just can't like the guy. However, if his dismissal were really about prayer, and the military is just claiming otherwise in order to cover their butts, then obviously that is very very wrong.
