Speech problems with children

Does anyone have a child with speech problems? My daughter was born 2 months early and had underdeveloped lungs and was on a respirator and feeding tube for 2 weeks. Well, now, at 3 yrs old, she has speech problems. I have had some therapists tell me that because of her feeding tube and respirator, it caused her to have these speech problems. Now, she is not a horrible talker. I can understand most of what she says, but strangers don't understand very well and she isn't plain at all.
Well, she went for a meeting with the speech therapist at the elementary school Friday and I was told that she probably wouldn't qualify for speech because she can make the 6 or 7 sounds that she should be making at 3 yrs old. To me, sounds aren't everything! She might can make sounds, but that doesn't mean she can put them together and make words!
Are there are speech therapists or teachers on here who know what the qualifications are? Is it different for each state? I am in Texas. She said that the "s" sound is actually an 8 yr old sound! Can you believe that? They dont' expect kids to be able to say the "s" sound until 8??!! Crazy!
Anyone know anything more about all this?

If you feel she needs it, push for it. Ask for an evaluation. Don't just take their word for it. They will try to get out of providing services if they can.

If its the way she forms her words then you can work with her on developing the correct sounds.
I worked with a boy who said every word with a D and through many visual signs to break down the words and exercises to strenghten his tongue and lip muscles he made a great improvement. This is in the UK, so I don't have any knowledge of what happens in the States?
My own son could not pronounce his S at 3 yrs and he had speech therapy. I cannot believe that someone has told you it develops at 8 yrs, that is crazy.
