How do you say I LOVE YOU in a very SWEET manner?

It is music to our ears when we hear I love you from your significant other. If it is matched by the some sweetness of how your partner say it makes it really romantic. Saying "I love you" a lot of times is not really a good idea....

I really like someone but I don't know why I can't be how sweet he wants me to be. How do I deal with this? He feels he has to fish for compliments, I wanna give them when I feel like it. We spend so much time together already...
