Car won't start. Does anybody knows how to fix it?

I drive Citroen Saxo 2000, but it won't start when the weather is cold. So this winter I couldn't drive it. Is it starter motor? Did anybody had this problem or know how to fix it?

Mine is Xsara and C3. Unfortunately, Xsara will not be produced any more. C3 is so compact and cute, it's more a car for youth, not really for families with kids. And what is your favourite Citroen model?
