Multiple GoogleAds Accounts?

I know that there are quite a few bloggers on here that have more than one GoogleAds account. How do you set up something like this? I know they say not to have more than one....but how come others do?

well i m new in this money buziness online........... i have heard tht goole ad campaining lets u make money........ is tht true................. how do they pay u...... and do u requrie a personal website.........
