Why don't New Yorkers pick up their dog poop off sidewalks???

Ok I'm from the south so I have not experienced this problem until moving to New York. In my neigborhood, there is dog poop EVERYWHERE on the sidewalk! Is it not against the law to let your dogs poop on sidewalks? I thought there...

I'm a singaporean, i aand my wife is planning to have a trip to the U.S soon. Buit had no idea of how's the life of New York is like, so any new yorkers here??
