Q:”fresh tire tracks serpentined back toward the hopper“, in this sentence, in what position is the speaker and the hopper?

I can assume from the sentence that the speaker is in a wheeled vehicle, but I am a little confused about in which direction is he going? Going to the "hopper" or leaving from the "hopper"? BTW, what is a "hopper"?
