Used Children's Clothing Illegal To Sell After February 10, 2009!!!

I just read that used children's clothing will be illegal to sell after February 10, 2009. That is unless you have them tested for lead! How in the world can anyone buy clothing at Goodwill, etc. or from yard sales any more now?...
