Can a car run off water

Is there any way that a car can run off water? what type of engine would be need? Like can you separate the hydrogen from the oxygen and use the hydrogen to run the car?

i saw this advertisement on one of the PTC's a car running on water and the idea seemed so great..if this invention does come out successfully then a lot of problems can be solved and it will be easy on our budgets as well..then...
