What does the Bible mean by telling to dress modestly?

In 1 Tim 2:9 Paul tells women modestly, with decency and propriety, not with braided hair or gold or pearls or expensive clothes .... what does this verse mean exactly ?

Usually man get frustrated when they keep on waiting for women to get themselves dresse up... Well.. no man yet taken advantage to scold me.. but my mom she will always get scoldings from my dad.. because she delays for dressing...
