This picture is not a dragon in itself. Rather, you can find here that there are two Chinese characters in it. It means "sage dragon".

Education

In this picture, we can see that there are four Chinese like characters. It is really Chinese but I guess it is no longer used today or it is used as a decorative way. I know that this type is what they call seal script. I research on the subject and I find out that there are many seal script styles. As for this one, I don't know which particular style it uses. By the way, it means, "study has no end".
