What Is The "Suggestion" Setting For?

At first I thought that it was for the admins to update us, and then I thought that perhaps it was a place for us to make suggestions and then as I went down the page, I'm completely confuse. I really don't know what it is used...

many time we came accross to introduce a new feature. but the site had not introduced any seperate sections where we can submit our suggestions. i think they should introduce it , so all the mylotters can submit their votes...
