Why can't mix breeds be issued registration papers?

I just wonder why mix breeds can't get registration papers unlike the pure breed? does that mean they can't participate in dog shows either? In my own opinion they are just as good but sometimes they are being looked down or...

Which do you prefer?Large breed dogs or little dogs?Me I love all breeds,but I decided to get a toy breed.I like toy because they are easily exercised,and I can dress it up in a coat.They are so cute.
