Best and worst ISP in the Philippines

So far what is the best and worst ISP for you? Im based in Cebu and so far Globe is the worst PLDT is better.

Paosj89 PLDT is a sister company of smart, when i asked PLDT for an internet service they told us that our barangay did not have the "wires/station whatever" yet capable for dsl, so they recommended Smart Bro, so far Smart Bro speeds indeed depends on your location...
