I think it might be because of both. I think he, at least, saw or heard the helicopter and the flare and went to investigate. It's possible that he has found a way to communicate again and knew she was coming. I don't believe that the house that Locke blew up was the only communication station on the island. So, it's entirely feasible that he knew she was coming. But, I don't think he expected Hurley, Desmond, et. al to be there when he arrived.

Well it seems by the way he came running he was expecting someone else there? Did Mikhail think that someone else (WHO???) set off the flare? Why did he respond?
