teacher chops off student's hair!

In an unusual corporal punishment, a school teacher here allegedly slapped a 10 year old girl student studying in 5 th class and chopped her hair for not plaiting it as per the school rules.
Inspite of the student's plea to spare her of the thrashing because she is a heart patient, the teacher ignoring the plea of the student, slapped both sides of her face and then,picked a pair of scissors and chopped of a big chunk of her hair saying that would teach her a lesson.
The student is still in a state of shock and pain after suffering the unusual corporal punishment for merely letting her hair loose.
How barberic the school teacher is?
The teacher is dismissed by the school authorities and now facing a charge from the local police.

I'm guessing this was in some country other than the United States, because this would not be tolerated here. Corporal punishment was outlawed many years ago here. I think it's crazy. That teacher does not belong working with children. She just shouldn't be allowed to be around them. She sounds dangerous.

I find it hard to believe that a teacher could be so cruel. For that matter, I don't see why the school would have such rules anyway. I would consider that to be a violation of the first amendment. The teacher was barbaric and I hope they throw the book at her!!!
