i used to have goldfish and red cap oranda is one of my favorites (the other one being pearl scale). anyway, i fed them flakes. i didn't really like pellets 'cos they're kind of hard and if you put them in the aquarium immediately the fish would put them in their mouths and then chew them very slowly before they could swallow them. then i tried soaking them in water first before giving them to the fish, but then the pellets would fall apart and disperse in the aquarium making the water dirty. with flakes my fish never had to chew very long. since you have a small fish maybe you need to break the flakes into smaller pieces before feeding it. i'm just speaking from experience, i don't claim to be an expert :)

I think flakes are better. They sink faster and allow the fish time to find it and eat. Otherwise they might become bulimic!

Make sure to give your goldfish a variety of good foods. It does not matter if it is flake or pellet as long as it is a variety (what one lakes the other{s} will make up for). If your goldfish starts to swim at the top all of the time or upside down then you will want to soak the food in water before you feed them. This is because the goldfish are swallowing air and cannot get rid of it right away. There is also another cause but that is for another time.
