Is it true that the minimum payout for Adsense is $100?

Recently, I've read some comments saying the minimum payout for Adsense is $100 but I've always thought it's $20. Do you know?

Yes you need to accumulate a minimum of $100 before you can get paid. They clear it monthly. If your balance is less than threshold it'll be rolled over to next month. Once you've earned $100, they deduct taxes as per U.S laws and make your payment.

they even deduct takes from international members? I'm not a US citizen.

It's definitely $100. I always receive my payment at the end of every month via direct deposit. Always on time. When I received my first check, which was about two years ago, it took me maybe 2-3 months to reach $100. But since I got the hang of it,I now reach that amount in 1-2 days at the most, or sometimes sooner.
