Why is that the society as a whole does not learn from the problems faced?

Every time summers come to an end our city comes in the grip of dengue fever. This is a fever caused by mosquitoes who breed on fresh water and they find breeding grounds in water coolers accumilated water in colonies due to rains etc. This has been happening for more than four years now but it is suprising that still we do not learn and let the epedemic to break and people suffer before any corrective steps are taken. Why is that people wait for the things to happen again and again rather than taking corrective action and avoiding such epedemics. It is common all around or should i say that lack of education and ignorace among the people is the main cause.

Because it is in our nature to repeat history. History has repeated itself for eons. Pride and prejudice. Money and prestigue. It all becomes too easy to just let it happen again and again. It takes strength to make change.

yes surely the strength to change for good is missing. I also feel that life has become too busy and challenging and one does not has time to educate those who are ignorant leading to problems repeating themselves over and over again.
