How do you tell when bagpipes need tuning?

My college has a bagpipe band, and at least one member seems to be practicing at all times! In fact, I am listening to the joyous sounds of bagpipes right this very minute. To answer your question, my opinion is that if a bagpipe were ever IN tune, something is probably wrong ;-)

Well, when they start to sound like a barking dog instead of a strangled cat, that's when they need tuning. :)
