Whats the difference between community police officers&proper police officers

why arent they called police officers ?? do they get paid ,are they police officers in training ? why did not they go for a job of a police officer ,i want to like a good description ...

They are not called police officers, basically because they are not police officers - they do not have the power of arrest for one. Some people refer to them as "Hobby Bobbies" as like Special Constables they sometimes have more than one job and they are a CSO in their free time. They do get paid and most of them I assume are using it as a stepping stone to become police officers, but many, as in a lot of things in life, may well want it as a full time job.
