Does traffic exchange sites really harm your blog site?

I just heard that Traffic Exchange site may harm your Blog site specially if you are aiming to monetize it with Google Adsense. I have heard also that Google does not like Traffic Exchanges as it may be a form of a cheat. If this is true, then how come I still know a lot of bloggers take the risk of posting their sites on Traffic Exchange site. But if I am wrong, would you suggest me to do Traffic Exchange for my blog? because I don't have any and I didn't started to go for Traffic Exchanges in fear that they will suspend my Adsense. Hope you guys enlighten me if you have an experience.
