anyone being punished by their utility companies for not using as much?

i saw on the news several times that the gas company in TN is going to INCREASE your bill if you use less gas to heat your home. as a way of them not losing money and pretty much punishing you for trying to save money! so people are freezing in their houses all winter just to have their bill the SAME! the electric company here is thinking about starting to vary the price of electricity by time you use it or by season which means if you are a day person and do all your stuff like laundry during the day you will pay more than some night owl doing theirs at midnight etc.. thank god i dont have gas because that just pisses me off! this year we have really cut back on the heat just to save some money and i have seen it go down but then go up (because we have had a hard winter for TN) but it was at least normal price or not too much over.. i would hate to have seen it be more than normal and me using less! although if they do the electric by time it should help us out since im a night owl lol.. are you guys being affected by his BS that the utilities are either pulling or wanting to pull? have you been sitting in the cold for no reason??
