You don't have to be verified to recieve payments it just helps others see you as a more reliable person to send money to. I believe if you enter your checking account information you do not have to have a credit card on file but I could be wrong about that. Most of my paypal earning go in to my checking account when I am ready to request them. As for verifying your account I see someone has already given you a great instructions.

i guess paypal is able to verify accounts assosiated with credit cards only
