Yes, you can certainly add money to your paypal account if your paypal account is active. I have been adding funds from my bank acoount, and have also been withdrawing funds and deposotong back into my bank account. It works very well, very fast.

If you have a paypal then you must have a bank or credit union account. They are connected to each other. If there is no money in your paypal account they will draw it from your bank/credit union account. It takes longer to get it shipped out doing it that way.

I buy from eBay all the time & I don't add the funds to my paypal account first. I have my debit card set up as well as my checking account & whatever I spend that isn't in my paypal account, they just pull the difference from my checking account. 99.99% of the time my paypal account is $0.00 & they pull from my checking account the amount I owe them. I only have to make sure there is enough in my checking account to cover my purchase. I've been with paypal for 12 years & they have always kept my checking account safe!!!! Just NEVER respond to one of those emails saying your paypal account will be closed if you don't follow the link & log in immediately as those are SCAMS trying to get your password & clean you out!!! I always forward those to the "REAL" paypal fraud department & let them handle it
