Go to jail due to collecting rubbish

I have read a news in newspaper about this China man who study in Japan and due to the pressure of high living standard, he have went to the garbage dumping site and collected rubbish to sell and earn some money for his daily expenses, he was warned 3 times before he got caught and send to jail. Do you believe there are really such a rule in Japan? Do you think to collect rubbish and sell it to get money is wrong?

Hi Yspmyl, It depends on the country and the rules and regulations. I think that Japan Government believes that junk and rubbish that has been disposed off by some is of no use to others. Going by that logic, it is quite likely that what this guy was trying to sell would be harmful and useless. If it is harmful, they can arrest (as they have better laws about this) and if it is useless then they can charge him of fraud. Either way, if they have a law that states it as a crime, the man had to be arrested. Cheers, theSids.

Yes yspmyl, if that is a law it is too harsh and denies the fundamental rights to live and earn. And as you compare this to the bank robbery and thefts, yes, it is nothing illegal... I think the whole story that got published was wrongly interpreted by the journalist and s/he is not aware of the full background...

Hi Thesids, You are quite right by analyzing that way, but I think it is ridiculous to set up such a rule and is a bit too heavy for a person who pick up rubbish to sell. The man is not doing something which is consider very wrong when compare to those bank robber or theft.

yspmyl Japanese are very clean and ahead in medical research. I think the law is endorced as the man was musking in garbage to rescue things that could sell. Haveyou ever b een to a dump site? they stink from stench of rotting food, and other checmical smells. lord knows how many different kind of health destroying bacteria are in those dumps. no I have some Japanese friends and they are very sanitary. It would seem horrible for them to see anyone scrounging through the garbage while on the lookout for items he can sell. they see this as a potential health threat and by the garbage collector picking up bacteris he may pose a health threat to people he comes in contact with.

wanted to add I also would not want to be around a man who scrounged through trash and garbage in a garbage dump.

I wonder whether this is true. Although Japan is a country that is very clean, but it also pays attention to the recycle. It won't waste the resource in vain. I think it's alright for this man to collect the rubbish like paper, aluminum can, plastic bottle etc. to sell and earn some money. It is not harmful for everybody. At least it is a legal earning way. Isn't it better than robbery or steal? I love China

Yeah, I too wonder whether this is true. But I do think that in Japan they have a rule for recycling stuff and may be the man did not follow the rule and that is why he was fine and jailed.

This is ridiculous in doing so. Maybe those collecting the waste in Japan must register or must have a license to do so. In the newspaper, they should tell the complete story about it. In my mind, to register all of the waste collectors should be a good practice. It can monitor and minimize the number of waste collectors who may tarnish the name of the country.

Yeah! I think may be that is why he was put into jail. The news was actually in the world news section and just a very short story about it. I tried to search from the internet but couldn't find any related new at all. It is a good idea to register all the waste collector and make sure they follow the rule and regulation. But of course, our enforcer have to do their duty or else, it will end up become another failure.
