Do you think 70% of Civil Servants who Have Car of the Proceeds of Corruption?

In my mind, not so big salaries but many civil servants who have a car,
many distinguished luxury cars. eg KAPOLRI salary alone, just Rp23.000.000 / month and that regular employees only Rp 3,000,000 / month
my mind ... if not selling legacy to buy a car and from where he could buy a luxury car?

according to my sources at the agency who have become heads of agencies, for civil servants group III /a that only the staff, the house must be signed, let alone buy a luxury car UNLESS he is already rich.
if he comes from middle class and then he has a luxury car, stately homes, etc.. question from which source.
whether lawful or unlawful.
this is one task for the Commission.

Any luxry item like car etc, property; disprosporate to ones salary must come from bribe or illegal sources, very rarely from parents as paternal property..
here in india we hear such instances of govt officials caught by income tax and crime branch..
