The rules executor break the rules...

This morning when I was on the way to work. I was stop before a traffic light, there came this police traffic with his motorbikes from behind and at that time, the traffic light is still red, so everyone on the same direction were stopped like I do, but this traffic police never bother the traffic light is still red, he just drove pass the traffic light where the light is still red. How can a traffic police break the rules where everybody should stop when the traffic light is red. He should shows example to the public he never do that. What is your view on this? Do you think a rule executor should also follow the rules even they have something urgent?
