So, what is this Federal Government potential shutdown deal?

I heard the radio and news talking continuously talking about this potential federal government shutdown deal is been going for Friday. So, what is that all about? Is it about the budget spending, and how much our central government have on deficit, and for the future it just couldn't maintain all the spending? Would it possible for it to be shut down, and what would happen then? I am not a good political predictor, but I would want to know more what is going on now. Can anyone feed me some of their opinion and thoughts on this?
