That is a simple indication that the power capacitor is leaking. You will soon start experiencing some delay when you boot up your computer. I suggest you buy a new power supply system for it, it will be okay. ...by the way, capacitor leakage IS VERY DANGEROUS...

Or it could be that you've gained super powers in which you have the power of electric shock. Time to go buy yourself a hero cape and come up with a super hero name.

Talk with a technician . This can be dangerous. It may just be static energy.. but.. but not worth the risk. Once my monitor gave me a chock and i saw sparks up. I called the technical and he said it was a manufacturing problem.

Computers should always be connected with a three pin plug, i.e. having an Earth (Ground) connection. If your house doesn't have a proper earth, and many Asian countries don't have it, then you need to wire the computer casing to a water pipe that goes underground. A length of wire and a Jubilee clip could save your life!

I guess you wall sockets (where you plug) earth connection maybe lost that's why you are getting current to your panel. But I don't agree with you "You don't get shock by touching any opened wires of high voltage by wearing shoes or footwear". I'm an electrician I do all the work without turning off the power supply by wearing a good footwear.
