Online bidding actually can be a dangerous place

So, did you ever experience online bidding scam? A friend of mine told me that, he bid on an iPhone a month ago, he actually won the bid, but until now he haven't received the phone. He also attempt to call the person who put up the items, but no answer. He then called the ebay administrators, and they only asked him, why would you wait over a month to call, they can't do anything about it. So, what other options he has left? Can he dispute through paypal about this transaction like credit card? Any advice?

I've never had any problems with online bidding, but I've never tried to purchase a big expensive item with bidding so I think that's why I'm okay.

I do not make bids online. I have been scammed by using my credit card or bank account online though, to make purchases from well-known establishments. It recently happened to me with my credit card. I disputed it and they are sending me a new card. I would dispute it through Paypal for sure.
