Urgent help needed about PayPal

Friends I am back home now; I have received 2 emails from PayPal,
One says,
Your PayPal account has been limited from receiving payments.
In accordance with Indian regulations, you are required to add a PAN, purpose code and bank account in India to your PayPal account in order to receive payments and withdraw funds.
Here's what you need to do to lift this limitation:
1. Log in to your PayPal account and click Resolution Centre at the top of the page.
2. Look out for a table in Resolution Centre which will show all the required items that you need to add.
3. Add the listed items.
Please note, you can still send payments and make purchases online using your card linked to your PayPal account.
Your PAN was found to be invalid after verification
The other says--
The PAN you provided was found to be invalid after verification. Please update your PAN by clicking on the link below. Update PAN
It will take 4-6 working days to verify after you’ve updated your PAN. During this period, your PayPal account will be limited from receiving payments. Once your PAN is verified, you will be able to receive payments into your PayPal account
Accordingly I logged to my account went to Resolution Centre, it showed,
We are currently performing regular maintenance of our security measures. Your account has been randomly selected for this maintenance, and you will now be taken through a series of identity verification pages.
Protecting the security of your PayPal account is our primary concern, and we apologize for any inconvenience this may cause.
Credit Card Information: Credit Card: MasterCard (expires 10/2012, ends in XX 26)
Full Card Number, here I put my FULL CARD NUMBER
Bank Account Information: Bank Account: XXXXXXBank (Current) ends in XX 70
THERE WAS NOTHING ABOUT PAN number!!!!!
In the box below I gave my full account number, there was radio button against each, both could not be pressed, only one, so selected one, and pressed submit button
It said, some required information is missing or incomplete. Please correct your entries and try again
Next I went to contact us, email , choose the topic ‘bank account’ and subtopic, ‘credit card link and confirm’.
It asked,’ Have you received your PayPal Expanded Use Number?
I clicked on ‘no’, gave last four digits of my OLD credit card number, typed the message in detail, but the email did not go, next I tried this with NEW credit card number it did not go.
I am really confused..
[b]Tell me, what is this, ‘PayPal Expanded Use Number’
Can anybody here help, what shall I do?[/b]
Please share your experience with PayPal issues too..

Please note, you can still send payments and make purchases online using your card linked to your PayPal account.
The above is not applicable to Indians as the moment money is sent to Paypal the same is instantly transferred to our bank account. No transactions are done through Paypal except to receive payments. Also there is no need to send them the credit card details. You only need to give them your pan card no., bank details and the purpose code which you can fill as 'freelancing' or whatever.
They have randomly selected your account. I suggest you recheck your pan card number and wait for some time and then start the process.

Since no transactions are permitted via paypal for Indians the expanded use number does not pertain to Indians to the best of my knowledge.

Have you tried telling them that some requirements that they have specified do not pertain to Indians particularly the expanded use number? And what was the reply?

hi professor,
i cannot be of help because in the philippines, we are not asked this things by paypal.
but i can only share my opinion on what i think it is. you have to be very careful in sending information. you need to verify the mail and make sure it legitimately came from paypal.

PayPal does NOT--EVER--send you emails that tell you to follow a link and give your personal information like passwords and the like.
Do NOT reply to this or you will find your account and your linked bank account wiped out.
Forward the email to abuse@paypal.com.

After reading your discussion I visited paypal. In resolution menu I have not seen any thing as your. I observed all the menu. I think you should check this:
After login, go to my account and look on the following:.
Account Type: Premier
Status: Verified
Sending and Withdrawal Limits: View Limits
If you status is verified than you should not face any problem from receiving money. Also read sending and receiving limits.

Am happy, you don't have this problem, but i am having, my wife's paypal is also problem free..
Both accounts are verified..
