Introduction of laws without proper preparation makes nothing but chaos.

In our country, India, new laws are often brought in without assessing their judicial and financial impact. The result is poor implementation. Nor is there any careful study to see whether a law can do what it is expected to. The ‘Right to information’ (RTI ) Act is a case in point. The government could not expect the consequences it would lead to and hence did not prepare for the flood of information requests that various agencies later had to deal with. The result is a pathetic situation for all the departments both at the central and state government level. Thus the lack of preparation before introducing a new law results in the very objectives not being achieved. If you are an Indian, do you agree with me? If you are a non- Indian, what is the picture in your country?

Lawmakers seldom think of the consequences that are at hand for making decisions. Then again, everyone has an agenda and everyone has to have their way. And thus the people are going to suffer the most from poor planning and perhaps ignorance and lack of research, lack of understanding of what could potentially occur. And there are going to be severe ramifications for poor laws, but it won't be for those making them.
Sadly this seems to be something that doesn't vary with people around the world. There will be politicians that are just going to make some rather foolish and short sighted decisions that are going to have long term consequences. And then they wonder why people are screaming at them. Laws are sadly introduced, and people really don't think about what might happen, prepare properly. Fail to plan means that you plan to fail.

Honestly, I've or rather we've got some advantage because of RTI so, I cant really grumble about that specific law. But yes, required infrastructure is never in place, and laws in our country are certainly not well thought out. They are drafted arbitrarily. I am not blaming those who draft the laws. I am blaming the modifications that they undergo to help the politicians and their kith and kin. We live in the most undemocratic nation.

Well I totally agree with you in case of RIGHT TO INFORMATION ACT, now they are making amendments in that also. If they do not and can not fulfill the rules and regulations made by them why they make them.
