Homeless: Government action

What does the government of your country support the homeless? I always felt pity those people on the road and built some cottages under the bridge just to have some shelter. One day, on my way to the mall, I saw many homeless people lying on the sky walk begging for little money and food. They suffered from hunger, thirst, the cold of the night and air pollutions. It breaks my heart seeing them. Sometimes I gave some penny and food for them. Also, I went to the downtown with my friends who were missionary doctors and gave them rice and friend chicken. More than 50 people were given those foods. During that time I kept on asking myself what does the government doing to support them, to provide them a good shelter and food to suffice their hunger? Is the government cares for them? How about the people who have enough? How about you, How can you help them? Most importantly, how about the government? Are they just being dumb about their situation? Are they pretending to blind of not seeing the need of those people?

It breaks my heart seeing them too. I feel like I am about one government mishap away from being right there with them. I live in a community that has asked us as citizens not to help the homeless. Their thought being that they will not get funding if we help them and they do not utilize the programs set up for them. And I have seen people with signs asking for help that were dressed better than I was.

I have traveling to some countries and i found there's a government program for homeless people in each country i visited. But as usual, some government perhaps only have written program without good realization. Especially in developing countries, we can easily find there's a lot of government programs for their citizens but with less realization in field. In my country, our government has many good programs for homeless, orphans, older, etc. But the fact, there's many corruption in many field which finally make those all programs stagnant without any real realization. Poorly, i only can say if my country is a rich country but there's lot of poor people in our society which really need our government attention but our government never really pay attention to help them.
