Growing new feathers = colder?

Currently it's autumn here and my budgies are growing new feathers, you can see the spikes are their faces. Since they are growing new ones does this mean they have less plumage for a while and will be colder?

They should be alright. Animals loose fur and feathers when their bodies need too. Just like we shiver when we need to get warmer. Obviously if they make their bodies really tight though all the time, you might want to adjust the heat until the feathers change completely.
