This mail is confusing

Many friends have responded to my discussion-- PayPal money http://www.mylot.com/w/discussions/2685907.aspx
I have clearly said, as per Reserve Bank of India guidelines, money with PayPal is transferred to my bank account in my city; that too in Indian rupees; I appreciate this. So my balance in PayPal is always ZERO.
Today I got an email from PayPal, it sad, Hi xxx, check out your latest activities with PayPal by logging in to your account at www.paypal.com.
[b]Remember, you don't need a balance to purchase with PayPal.
I naturally felt confused, without ‘any balance’ in account how can I make purchases?[/b]
So I logged in, saw zero balance there; but it said;’ Add a payment method now.’
[b]Is this not confusing?
I wonder if this is for Indians only.
Have you received such mail?

hello professor,
received the email too. i checked my paypal and to my surprise, i still have $5.50 there.
but i have no plans of taking it now. in fact am still hoping i could add up an additional amount there.

Dear Sir, I did receive such a mail sometime back. I feel this promotional mail from PayPal as on that particular occasion I too had no amount in my Paypal account. PayPal always keeps on sending such mail in a particular period of time.Hence there is nothing to be seriously concerned about. :)

I haven't actually seen this email, but I do know that you can make purchases on paypal even when you don't have a balance in your paypal account. The way that this is done is by linking your checking account or a credit card number to your paypal account. This means that you would be able to make purchases using your paypal account without carrying a balance in your paypal account.
I would think that the reason that this was sent out was to try to encourage people to use their paypal account to make purchases so that paypal can increase their revenue.

The same email was sent to me too. And the same happened - I was taken to the Add your Bank Account Page. But I already have my bank account added as without it, Paypal will not allow me to accept any money through it (Thanks to RBI).
I did not pay much attention to this any more as I felt that they sent out a generalized email to all members and that Included Indians too. And I am certain that Many at Paypal are still unaware or confused about the RBI guidelines. Ask them anything, and you would get more confusing responses every time. I have given up logging into paypal as the Funds are not Auto-Transferred the day they arrive. And I dont bother about it now.

I also received such a mail. I think it was a promotional mail canvassing for business or for making publicity. I also thought we get money from mylot only on 14th/15th and how come some mail has come early. When I verified I saw the balance as zero

hello sir,
I received the same kind of mail the other day.I was also confused. I thought may be , we can use this as a credit card account
, and they will charge some money if if dont pay in time..this is what i thought...
