Good policy from Karimun disctric government

i think another district in our country should follow what Karimun disctric government policy..
it`s really good idea..
maybe it`s not effective but it will make any parents will be difficult for letting their kids in the street..
The Karimun district government declared that it will jail any parents who force their children to beg for money, shine shoes or sell newspapers in the street.
“We’ll give them two weeks,” Mitrayati, the head of the Karimun district branch of the Woman’s Empowerment and Child Protection Agency, said on Friday, as quoted by one of the newspaper..
“If they’re still hanging around, the parents of the children will be taken to jail in accordance with the Law on Child Protection”
She added that the district would provide free education and medication to eradicate the presence of street children.
“There’ll be no reason for parents to force their children onto the street,” she said. “They should be at school, since such costs will be covered by the local government.”
While dozens of street children are still seen in Tanjung Balai Karimun, Mitrayati said that they would be handled by the Social Agency and the Public Order Agency.
Hurnaini, the head of the Social Agency’s Karimun district branch, noted that the organization would continue to get kids off the street in order to reach its target of eradicating the problem completely by 2013.
“A team of workers will observe and supervise kids to make sure they’re actually at school instead of hanging out in the street,” Hurnaini said.
do you know what is the difficult of this policy??it`s implementation i think
when the policy sounds too good, now we want the policy can be implemented in the field with effective and efficient..
what do you think if your local government use too this policy and you never see again any kids in the street to be beggar??

yes, it`s sound good ifa..
but like you said, the implementation isn`t easy like the theory
and we need some special institutions for watching the implementation
but giving the time for the Karimun district..don`t be pessimist..
we don`t know if this policy will be succesfully if we never give the time for them proving it.
right?

Been friends for a while now but unfortunately I could not add any value to your earlier discussions as they were all about soccer and I have no or very little knowledge about it dear. So hope that would be fine with you and between us.
For this discussion - the policy is really a nice one, but as you say, implementing it or enforcing it would be a really cumbersome thing. Many will love it in the books but not being implemented practically. The biggest problem as I see here is - what about the kids whose parents get arrested? I mean where will they stay, who will take care of their fooding and medical care? But I guess, the framers would have already thought on these lines too.
Another problem would be the activists and human rights people who (if it was in India) would come up with many absurd things just to create a commotion and get noticed.
But still, I am with your governments decision as Children Begging on the streets is really a sad thing to see.

yes, some of my discussion is about soccer and football
that`s why one or two member here say iam soccer mania..
i think she is right..
yes, in my country, the difficult one is implementation..
the good theory is useless if implementation can`t done well
