Yes, this is somewhat correct. There is a very small amount of residual, 'background' radiation - 'echoes', if you like - resulting from the creation of the Universe. Most static, however, arises from electrical activity in the earth's atmosphere, the physical surroundings of the TV aerial and from the electrical power supply.
