Why is evil so smart?

I was reading an article last night about a new drug that is being seen on some states now. a new synthetic drug on the market called "Flakka" or "alpha-PVP". It is somewhat like "bath salts" and causes hallucinations, violent aggression and self injury. It comes in a pink or white crystalline form and sells for $250 a gram. It can be snorted, eaten, injected or vaporized. It causes dangerously high body temperature and can cause kidney damage or failure. It is highly addictive, hits the bloodstream quickly and so there is the problem of overdosing. Every few months or so I hear of another one. This is horrible. I wrote an article about the 'bath salts' a few years back and police were saying then that the way the laws read at the time the drug was a big offense but, what the drug dealers would do is change the chemistry of the drug a little bit and then they couldn't be charged for this same offense. Why is evil so smart?
