is it a good news?

I have long been waiting for this "good news" about the regular position I am aspiring. It has been five long years until the office head announced that he is putting 4 items reserved for the four contract of service who are eligible for the position and announced my name first. I'm happy with the announcement but I can't rely on this because this has happened a few years back and nothing happen. Only I don't like false hopes..

hopefully, it will be clarified so that I don't have to wait for another 5 years

sad to say, this office doesn't recognize written confirmations.. they only distribute communications if we get hired, promoted, or detached to this office
