How Can I Cover Black Paint?

Most of the statues, birdhouses, and such from a friend's garden that I paint for extra money have already been painted in the past.
One of the garden gnomes she sent me home with has a black hat and pants. It has also been water-proofed. When I tried to paint the pants blue, no matter how many coats of paint I applied, it still wasn't covering the black completely. The gnome's pants are currently black, but in the light, has a blue tint.
How can I resolve this issue without any kind of paint remover?

Hmm... I will give that a try! It sounds like it will give a better result than the blue paint over black.

@Plethos I would much rather strip the paint, as it would be the more professional thing to do. However, my friend didn't provide me with any paint remover, only paint. I don't have the money to buy any either.
It's not something that has to be done in a professional manner, just as long as it looks nice and better than it did before. She pays me around $3 for each one I paint. Not a lot, but it's extra cash we need right now and plus I really enjoy doing it.

@PhredWreck - im the kind of person that would strip off the black paint, but i figured if grey over the black graffiti works out here, then why not give it a shot with the lil gnome guy

I am really hoping to figure out something. I don't have any paint remover, nor money to buy it.
