Have they gone hibernation too?

Notifications are late. Was it one of my applications? I have always been notifed when someone liked the photo i posted on my instagram account. Lately, i haven't been getting anything. A while ago, i got.a notification. When i opened my account, not just a notification but notifications. Six photos were like in the last 3 days and i wasn't notified or aware. This isn't just happen on my instagram, even with viber. Messages came late, ugh! Oh well, i am taking down this app that i think put my few apps on hibernation. Have you experienced the same thing?

I don't have an instagram account. I do have a twitter account and that does happen sometimes with twitter.
