Parliamentary privilege...need to revisit

In the present Indian context, Minister for HRD, Smriti Irani's statement on Maa Durga would be covered under that.
But let us see whether the politician did not cross the boundaries.
Parliamentary privilege is for parliamentarians, not for outsiders. But when the proceedings in the lower house are being telecast, by nature of television watching community the privilege is deemed lost.
The content was blasphemous. It can incite hatred and riots. It should not have been read out at all.
The correct procedure would have been present the document to speaker, and ask her permission to get the approval of the entire cabinet for discussing the matter.
Once the speaker gives approval, copies of the document be circulated and members may be asked to mention on the copies whether it can be termed blasphemous or not duly affixing their signatures and names.
Once that is declared as blasphemous by count, the document should be filed in the minutes clearly mentioning how many members called it blasphemous and how many did not, filing as evidence the copies of the document with the signatures of each such Parliamentarian who was present.
But this is a new procedure that is needed and suggested by ME.
It will reduce dramatic effect in the parliament, and prevent another day going waste like it did today.

The poor speaker. I pity that post. A few months back (not sure when and how long back), I watched one of these telecasts. And the poor lady kept on uttering Silence Please. But why should anyone listen.
Seriously speaking, this speaker itself is a biased post. Technically, the selection is done by the party in majority. And as such, I doubt, if this post will ever be unbiased.
Speaking of decorum in the session hours of the Parliament or even the Vidhan Sabha's... I have read news of Politicians sleeping, hitting and even throwing chairs... and this is what the shame is - we still vote for such people to represent us. And it does say a lot about what we actually are. Pathetic.
btw, I would try throwing chairs too. I loved doing it when I was a kid.... and I remember, as I could not lift them up, I would just turn them over
