No Parking Car Park

Just read about a roof car park for 80 cars that has been unused for five years. There was a plan to build a bridge from an adjacent building which would have a suitable ramp up for cars.
The planned second building never got built and the roof top car park is only accessible by foot.
It is said the economic downturn of 2008 did for the second building and there is no timescale for it to go up.
I hope it is not just the UK these kind of things go on!

The economic downturn had a bad effect in the US and it wouldn't surprise me if there was a similar situation somewhere here.
