It's purely subjective. You can't set rules for emotions like Love.

It would depend on a lot of factors. How long has it been since I lost my spouse? Do I find myself attracted to my deceased spouse's friend? What sort of vibe and I getting from the friend, sincere affection or plotting gold digger? This is not a question easily answered without knowing a lot more about the potential situation.

I would definitely not have a relationship with someone who was my spouse friend. I think is inappropriate and definitely wrong.
