Absurd money-making scheme

I've recently found out that to make a salary loan in Pag-Ibig (the body of the Philippine government that provides housing solutions), you have to pay for a Pag-Ibig Loyalty Card. This card will give you discounts to their partner merchants. Yes, it's good to get discounts, but I think we should not be forced to pay for this card. Getting a salary loan is part of the service of Pag-Ibig to people. What do you think? Is it right for Pag-Ibig to require us to buy this card to get a loan? Shouldn't we have a choice in purchasing this? Do you have a scheme like this in your country?

Yes, I am. In fact, my monthly contribution is higher than most of the other members.

@Lucky15 It is a requirement. My coworkers were required to pay for the card to get a loan. I think they should not require us to pay for this card that doesn't seem to be necessary to have just to get a loan because loans are part of the government's service.

For some reason these days I just want to stay away with any schemes. I like point system but i can't stand such schemes lol.
