How can you upload photos in Instagram from your PC?

Instagram is usually use in smartphones, tabs, and Ipads. Can you upload photos from your PC? Any window app?

I amnot sure how to use Instagram.I would assume either the app, or there should be an uploader on the site.

It specifically says in the Help section:
"Note: You can't take or upload photos from a desktop computer."
