How do you deal with a telemarketer or a phone survey?

I know sharing an information/opinion on the line is really not good , but I wonder why most of the people just keep silent while even though the caller are keep speaking and waiting for response ? Why can't they just say no instead of being speechless?

Haven't had one of those calls for years but when I did I just put the phone down.

lol..maybe they want to waste the telemarketers time. I always refuse saying i am busy.
