Can poverty and homelessness be eliminated?

One of the things that annoy me the most is the fact that some people claim that the homeless people deserve to be homeless and miserable because this is their own choice and that they deserve no help and no respect because of that.
But my question is why would anyone ever choose to be homeless and miserable? How does that make any sense? Also, can it be eliminated? Is it possible to create a system that eliminates homelessness and misery?

SOme people just don't care. They are homeless because of all sorts of reason. One story I heard was that a guy couldn't handle his life and would go off of his medication. He was better living homeless. Too much responsibility and such for him other wise. There will always be poor people and misery I am afraid. That is just how life is.

@celticeagle if you would ask a random homeless person on the streets if he/she would like to have a home/house and if he/she had the option of living in a house instead of living on the streets or wherever they can find a place to sleep what would they respond? Would they say that they prefer to stay on the streets instead of living in a home or would they say that they prefer a house/home over the streets?

It surely can be but it's going to be a long drawn out process. That is IF done correctly! Sadly people are more concerned with their own gain.

ok. It is interesting that I got different opinions on this subject. Some people think that it can be eliminated and others think that it can't be eliminated.
