California Travel Ban

I am speechless to see this travel ban, as its something that many will say hurts the players. I'm not sure if the colleges will be alright to not play. I'm a parent and would be mad, if I had somebody I know who wouldn't be able to play because of a travel ban. California is going to prevent sports teams from competing in Kansas, Mississippi, North Carolina and Tennessee for March Madness. These states are deemed discriminatory, particularly toward LGBT communities, according to the attorney general’s office under California’s law, AB 1887. Attorney General Xavier Becerra and Former United States Attorney General Eric Holder will be headed to court.

For what I read it is a ban on state funded or sponsored travels, not specific to sport. I suppose that a state is free to not fund any travel without a particular reason to give, and I do not see what a court would have to tell here. I would be curious to know if these teams are free to collect other funds to travel ?

I am trying to find out why the court would be involved in this case. The Attorney General said March Madness; however, he may have mentioned other sports in other interviews. I don't follow sports, so not sure whether the teams can raise funds in other ways. I hope one of the college sport fans sees this topic and can tell us how teams can travel.
